为确保进口到乌兹别克斯坦商品的质量，乌兹别克斯坦内阁1997年12月3日出台《关于对乌兹别克斯坦进口商品合同及进口商品进行装运前独立检验的程序》。该程序规定，乌对进口商品合同的认证及进口商品的装运前检验是由符合国际检验署联盟要求并在乌国家标准计量（UZBEKISTAN AGENCY FOR STANDARDIZATION, MET－ROLOGY AND CERTIFICATION）注册登记并获得认证认可的乌乌兹别克斯坦认证公司负责，检验范围包括商品的质量、数量、价格水平等。
根据2004年7月6日乌内阁第318号决议《关于简化商品认证的补充措施》规定，乌对进口商品分为强制检验商品和免检商品，机电产品整机和散件基本属于强制检验商品，具体可根据海关税号确定。机电产品检验在乌国家标准计量署注册的专门机构进行，收费标准根据商品和检验方式确定。
根据2005年2月25日乌国家标准计量署第59号《产品认证规则》确定的检验认证程序包括：（1）提交认证申请；（2）分析所提交的文件；（3）受理申请决定；（4）制定检验计划；（5）提取样品；（6）检验样品；（7）检查商品生产状况；（8）质量评价；（9）出具检验认证证书；（10）证书登记。

In 1992, due to the independence by the Republic of Uzbekistan, the Uzbek State Centre for Standardization, Metrology and Certification under the Cabinet of Ministers of the Republic of Uzbekistan (UZGOSTANDART) was formed. At the same time, the Republic of Uzbekistan adopted the Law "On standardization", which defined the further development of the standardization system in the country.
1992年，由于乌兹别克斯坦共和国的独立，乌兹别克斯坦乌兹别克斯坦共和国内阁部长标准化，计量和认证中心（UZGOSTANDART）成立。与此同时，乌兹别克斯坦共和国通过了“关于标准化”法，该法规定了该国标准化制度的进一步发展。

In accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated 3 October 2002, UZGOSTANDART was reorganized into the Agency for Standardization, Metrology and Certification of Uzbekistan (UZSTANDARD).根据2002年10月3日乌兹别克斯坦共和国内阁部长的法令，乌兹别克斯坦共和国部队改组为乌兹别克斯坦标准化，计量和认证机构（UZSTANDARD）。

"UZSTANDARD" agency as a national body for standardization, metrology and certification provides means for implementing national policy in the fields of standardization, metrology and conformity assessment, and carries out state supervision, as well as represents the country's interests within international and regional organizations for standardization.

乌兹别克斯坦的产品认证程序是确认产品符合乌兹别克斯坦技术规范/标准的的形式，并包括制定符合性证书（certificate of conformity）或符合性声明（Declaration of conformity）。乌兹别克斯坦产品认证是为了产品符合规范性文件的要求而进行的。
